It means that new installations should only have CC 4.0 as built-in CC
licenses (besides the other non-CC license). Existing installations will
need to continue to display 3.0 licenses though as users may have
already used them.

  Add Creative Commons 4.0 as  licence types

Bug description:
  In 2013 Creative Commons 4.0 was published. It should be possible to licence content with this licence type in Mahara. CC4.0  will be the main CC type in future.
  CC3 licences are not transfered to CC4.0. So its required to add CC4.0 as new licence type.
