Title:
  Editing permissions for group text boxes and files not updated when
  changing page permissions

Bug description:
  When the page editing permissions in a group are changed from admin
  only to "Everyone but ordinary group members", the tutors cannot
  change the content of text boxes or use files that the group admin had
  previously created / uploaded under the admin only permissions. The
  database is not updated for the artefacts to reflect this change in
  permissions (table artefact_access_role).
