I suspect that the German lang pack for 1.8 did not get any updates
after the 15th wheras 1.9 did. If you look at other langpacks, you see
that they stop being updated at some point. I suspect that an export is
only made when there is a change.

Bug description:
  Ralf Hilgenstock contacted me on mahara.org to let me know that the
  Mahara 1.8 German langpack isn't updating, although interestingly the
  "master" langpack is updating correctly.

  Anyway, we've had problems before with the script not updating the
  langpacks, and it looks like we've got problems again.
