May be fixed along with Bug #1262483 since using aria-live on the error
region should cause screen readers to read it out as if focus was set
there.

  Focus should be set to the error message if there are form errors

  New

Bug description:
  It is not immediately obvious to screen reader users if a form has been rejected due to errors.
  To make this more accessible, focus should be set to the form error message (on page load) if one exists.

  Affects latest master (using Orca 3.4.2)
