  Edit/Add License page titles should be more descriptive

  Fix Committed

Bug description:
  In Administration -> Configure site -> Licenses, when adding or
  editing a license the page title is still "Licenses - Mahara". This
  should be changed to something more descriptive like "Add license -
  Mahara" and "Edit license - Mahara"
