Bug description:
  Child of Bug #1271772

  To be accessible to screen readers, all images and image-like elements need an alt attribute specified, unless alt text would provide unnecessary duplication of information. This is the case with the top right "Settings" link, where screen readers currently read out "Settings Settings" due to the alt text of the image and the text of the link being the same.
  The alt text needs to be removed from this image.
