[Bug 1285421] Re: Batch user manipulation buttons should be in a better place

The links (now buttons) used to be on the right-hand side above the
column where to select users, but that causes problems with the
responsive design I think and thus was changed for 1.8. Adding hidden
text would be the best solution I think.

Title:
Batch user manipulation buttons should be in a better place

Status in Mahara ePortfolio:
  New

Bug description:
In Administration -> Users -> User search, there are options to "Edit" selected users or "Get reports". However, the buttons to do this are above the list of users, which is confusing for screen reader users as they appear to be related to filtering rather than being actions.
A simple solution would be to add hidden text to the buttons so they are read out as "Edit selected users" and "Get reports for selected users". Alternatively the buttons could be moved to the bottom of the list (although that becomes an issue when there are 100 users shown per page ...)
