Change title in browser title bar for group categories (Bug 1285892)

Change title that appears in the browser title bar
from "Groups" to "Group categories" in "Administration"

  Title of "Group categories" page should be made more descriptive

Bug description:
  When managing group categories in Administration -> Groups -> Group
  categories, the page title is "Groups". This should be changed to
  "Group categories" to make it easier for screen reader users to figure
  out which page they are on.
