Allow auto-retracted external video blocks to delay load (Bug #1300544)

Currently all block data is loaded on page load - but blocks that are
auto-retracted should wait and only load data when one click on their
arrow toggle.

Currently got externalmedia using iframe to handle this delay loading.

  retracted blocks shouldn't load content until expanded

Bug description:
  Mahara 1.8

  Hi All,
  I have a mahara page with Mahara support videos embedded from youtube.
  The page has about 12 videos and takes ages to load.

  I have 11 of the video blocks collapsed and one open - hoping that the
  retracted ones wouldn't load until opened.

  However even though the blocks are automatically retracted Mahara pre-
  loads all the blocks - and I'm hoping we can investigate the option of
  not loading automatically retracted blocks until the user expands
  them.

  This wishlist item would be a cool strategy people could use to speed
  up page load times for heavy/intensive pages.
