Bug description:
  European Mahara sites must comply with EU "Directive on Privacy and
  Electronic Communications" a.k.a. The EU Cookie Law.

  We should implement this for Mahara by using/integrating open source
  solution Cookie Consent (http://sitebeam.net/cookieconsent/)
