Bug 1307935: Extension of the file plugin to notify the user, when he reaches
a certain percentage of his quota. Optionally, the admin(s) are also notified.
The notification is sent only once until the user deletes files or one of the
corresponding settings (his quota or the notification limit) is changed so that
he's in the good again.

  notification when a user is about to reach his quota

Bug description:
  This is a wishlist item.

  I propose a notification system where a user receives a notification
  when his quota fills up to a certain percentage. The limit should be
  configurable for the installation and the admin can decide to be
  notified as well.
