Hi Aaron,

1) This would make it a 2-step process - make page copyable then go back
to lock settings, but I don't see a way around that unless a whole new
option is added of 'create template' instead of just 'create page' -
though that might have some merit for workflow for admin/staff -
consider possible functionality of 'push template to users/group'
instead of current pull only method.

2) I agree this should be limited to staff/admin (does that includes the
creator of a group?). The only obvious use case I can think of for
giving this to all users is if someone wanted to share a page across an
institution but to keep creative commons block or text block crediting
them with the page design.

3-5) Controls on the block (if discrete - eg small key icon) would
probably be more user friendly that going to a separate tab and
remembering which was which - but I can see the advantage in having this
as a separate administrative tab. Having this as a separate tab would
make it easier to be more granular with locks if desired (eg each block
could have 'Lock Title' and 'Lock Content'). The original idea was more
about simply removing 'delete block' as an option, but granularity would
certainly allow staff to get more creative with templates!

  New Feature Enhancement.
  Hello,
  A suggestion at the 2014 Scottish Mahara User Group conference was to have a capability to lock specific artefact blocks (eg textboxes) within template pages so that they can be edited but not deleted by users in their personal portfolio copy of the page. The purpose of this is to ensure that after copying the template users retain any mandatory elements for a portfolio that their institution needs as evidence to award qualifications, but users can customise other elements to suit individual needs.
