Removing the menubar items from the tinymce. (Bug #1282341)

By default it has a bunch of menu bars showing but we don't want them.

Bug description:
  TinyMCE 4 was released in June 2013 with a new (pretty) UI and various
  other changes. We should upgrade to take advantage of the new
  features.
