File selector on text box block config form closed by default (Bug
#1311860)

Currently it is always open - this patch sets it up to be closed and
allows it to be toggled open/closed

Also aligned the close 'X' to the right

  textbox block config form attachment chooser closed by default

Bug description:
  Now that one can attach files  to a textbox block the list of
  attachments are displayed whether you want to add an attachment or
  not.

  Would be better if the attachments list was hidden until needed - like
  what happens in the add journal entry page.
