  Tests broken by changes to set_quota_triggers

Bug description:
  There were recently some changes to set_quota_triggers. The code tries
  to "delete if exists" except that the function name specified to
  delete is incorrect - when db_create_trigger is used, it suffixes the
  function name with "_function".
