When the HTML editor is set to "Enable" in the "General settings" on
/admin/site/options.php before any user makes it onto the site and
only later does the site admin switch it to "User-defined", all users
loose the HTML editor though most would probably want to keep it.
Could the site setting be changed so that when a site admin goes from
"Enable" to "User-defined", the HTML editor is still the chosen
setting for users on their accounts settings page? That way, the
majority will not have to change their settings and only the few who
do not want / can work with an HTML editor can make the change.
