  admin account settings page needs success messages

Status in Mahara ePortfolio:
  Fix Committed

Bug description:
  Currently on admin/users/edit.php if I save a user's settings there is
  no 'success' message.

  Also there are no 'success' messages when I add/update/remove the user
  to/from an institution on that page.
