[Bug 1323490] Re: Make sharing your profile page with your institution non-mandatory
There was a reason why user profiles are mandatory for institutions. ;-)
While not all users on a multi-tenanted site should have full access to
profiles, users who are at the same institution should have that right
because they belong to the same institution and thus most likely see
each other in person (if it's a school etc.). They are closer.
If this it to be made into a non-mandatory setting, it should be an
institution setting so that the institution can decide whether it wishes
all its users to have their profiles visible to all other institution
members or whether they allow their members to restrict access to their
profiles.

Bug description:
In a default Mahara installation, each user's profile page is fully
visible to all logged-in users, and all members of their institution.
There's a sitewide setting $cfg->loggedinprofileviewaccess which
determines whether or not users are forced to share their profile page
with all logged-in users of the site.
But, there is no corresponding institutional setting to determine
whether or not users are forced to share their profile page with all
members of their institution. There should be such a setting.
