Hello Gordon,

We should be looking at this together with other template improvements
to get a cohesive better solution. I agree with you that it would be
great to push templates out to specific users. If you wish to give new
members templates, you can already do that as institution / site. But
you wouldn't be able to give existing members that template.

I would like to see the following besides what we already have:

1. Push templates to new users based on roles. You may want all new
students to have a template or two, but not staff members. This may be
tricky if people can self-register.

2. Push templates to existing users based on role, group membership or
even individual users, e.g. if there were a few students late to signing
up.

3. Denote templates as such, e.g. with an official tag "template" so
that users can search for the templates more easily.

Bug description:
  New Feature Enhancement.
  Hello,
  At the Scottish Mahara User Group conference earlier this year there were some suggestions for feature enhancements. One of these was to have a capability for admin (site/institution or group)/staff/tutors to be able to send a template page (or collection) directly to the personal portfolios of other users (students) within an institution or group to pre-populate their portfolio.  For those who make heavy use of templates to get users started, this would get around the existing workflow of each user having to go to their portfolio, click copy a page, and find it in the site (in large sites this is bewildering with thousands of shared pages).
  My personal preference would be to manage this via group membership and admin rights, like a reverse of the 'submit page to group' functionality, instead sending a page to all members.
