Altering an upgrade check from showing stats (Bug #1366664)

Now checks to make sure we are installed so that the tables that stats
checks will exist.

  admin page not showing site information block when upgrades available

Bug description:
  There is a bit of code that stops the site information block from
  showing if there are upgrades available - but there does not look to
  be any reason for blocking site information from showing when this is
  the case.

  So I'll remove the check.
