  Allow a theme lang file

Status in Mahara ePortfolio:
  In Progress

Bug description:
  Sometimes a theme may have a homeinfo.tpl file that contains hardcoded
  lang strings.

  But there is no relating lang file to make things easy to translate.

  So I've got the system to check for a theme language file.
