I can't see this issue on the master version (http://master.dev.mahara.org)
This may be solved by some patches in mahara 1.10

  Browser: Firefox 32 on Windows 7

  Observed on demo.mahara.org Firefox32.0.1

  In page edit mode, the artefact dialogue box does not show the cursor
  in either the title or tag fields. But you can edit both fields. This
  may be confusing to users.

  Works OK in Chrome.
