Detect windows 8 tablet as a mobile device (Bug #1295422)
Currently it is not seen as a mobile device so tries to use drag/drop
for the page editor - which doesn't work
This patch is designed to detect the windows 8 tablet and make it be a
mobile device.

Windows 8.1 Touch, drag and drop not working

Bug description:
When using a touch based Windows 8.1 tablet or desktop with internet
explorer, the drag and drop function of blocks when editing a page
does not work at all. Also the mobile the device interface does not
detect that the browser is running on a mobile device.
Have tried this with my current build of mahara 1.6.2 and also on the
demo.mahara.org site and the issue occurs on both.
