Title:
Inconsistent line break layout in notifications

Status in Mahara ePortfolio:
  Fix Committed

Bug description:
In the in- and outbox, line breaks in the notification content of
internal notifications are displayed but the content of multirecipient
notifications is displayed without any formation. What's missing with
the multirecipient notifications is the call of
  format_notification_whitespace.
