  TinyMCE displays all menu rows instead of only one for feedback

Bug description:
  1.10RC1

  Normally, when you have a text field with the WYSIWYG editor, only the
  first row is shown and the other rows only accessible via an icon. Not
  so when you add feedback to a page or artefact. There you see all
  rows.
