I can't verify this problem either.

Test procedure:

1. Installed Mahara via the web installer
2. After the installer finished, I saw the "Change password" screen that asks you to enter and confirm your password, and then to enter your email address.
3. I entered my email address as "aaronw@xxxxxxxxxxxxxxx"
4. I was then logged in as the admin
5. I logged out.
6. I click the "Lost username / password" link.
7. I entered "aaronw@xxxxxxxxxxxxxxx" into the "Email address or username" field.

Result: I saw "You should receive an email shortly with a link you can
use to change the password for your account". I then received the email.

I got the same result when I did installation using the CLI installer.

Title:
  Lost username / password doesn't recgonise admin users email address

Status in Mahara ePortfolio:
  Incomplete

Bug description:
  When entering the admins email address in the lost username / password form it throws and error. 
  The error says : The email address or username you entered does not match any users for this site.

  Browser: Mozilla Firefox 32.0.3
  Mahara Version: 1.10 RC1 
  Database: (PostgreSQL) 9.3.5
  OS: Linux Ubuntu 14.04
