Enable a forum moderator to move topics. Bug 1380003

A forum moderator now can move topics around forums to which he/she is
assigned

  Forum moderators should be able to move forum topics

Bug description:
  In bug #1231316, the moving of forum posts was introduced. However,
  forum moderators cannot move topics although the help file says they
  can.

  Tested on Mahara 1.10RC1 with a forum moderator being a moderator in
  both the originating forum and the target forum.
