Hi Dirk,

Thanks for the feedback. :) The new block positioning popup was added in
Mahara 1.9 to support accessibility. (People with screenreaders can't
drag-and-drop, so we needed a method that was keyboard-navigable.)

Could you clarify what you mean by "Could there be a pop up box when
hovering over block title"?

We could potentially add a "bottom of column" option, but it would be
redundant with whatever item is above it.

  This is a clever enhancement. Could there be a pop up box when
  hovering over block title (I discovered this feature accidentally) and
  could there be a 'Position: bottom of column'?
