Ah yes, the colloquial term for that text that shows up when you hover
over something, is actually "tooltip". ;)

Just to make sure we're talking about the same thing, I added a
screenshot of the block position dialog that we added in Mahara 1.9. Is
this what you were talking about tooltips to? Like, tooltips for which
column/row you are going to click on?

It would be tricky to do because the layout can be customized and have
multiple rows with different columns, and it could be hard to come up
with a sentence to describe each of those. I guess we could do something
like "First column of the second row", but it might be hard to break
that up into parts that can pass through the translation system intact.

  This is a clever enhancement. Could there be a pop up box when
  hovering over block title (I discovered this feature accidentally) and
  could there be a 'Position: bottom of column'?
