This sounds like the issue reported here

This issue has been fixed for the 1.9.3 release, which was released
yesterday.

Please try and see if the problem persists when using the 1.9.3
codebase.

  Cancel and Close buttons don't work when adding a block to a page

Bug description:
  Mahara 1.9.1, Firefox 32 and IE11 (works correctly with Chrome and
  Safari)

  When editing a portfolio page, click on any item in the left menu. On
  the first screen ("Add block : ..."), the Cancel and Close buttons
  don't respond.
