Title:
  Be able to make important site announcements for all users

Status in Mahara ePortfolio:

Bug description:
  Now that with 1.9 it is possible for institutions to have static pages
  and change their content, it is not really possible anymore for site
  admins to make an announcement for all users, e.g. site outage
  announcements, upgrade announcements etc.

  while one option might be to have a section on a static page reserved
  for site admins, another option could be to have a pop-up that comes
  up once for users (not every time they go to the logged-out page).

  See workflow.arts.ac.uk (screenshot) for an example.

  Since announcements may be made a couple of weeks in advance, it might
  still be good to have a place in a sidebar or elsewhere to show that
  information as well so that forgetful people are reminded closer to
  the date. Or alternatively, display the pop-up again to all users on
  the day of the actual event no matter whether they had already seen it
  or not.
