This has been fixed by other bugs - with the patches here:

Also it didn't look to affect the 1.8 branch due to that branch not
having the 'focuslocker' accessibility patch

  Unable to edit text using TinyMCE in pop-up configuration box in full
  screen on IE9

Bug description:
  Version: < 1.9.2
  Browser: IE9/Win7

  Steps
  1. Edit a page
  2. Configure a text box block
  3. Click the icon 'HTML' or <Toggle Full Screen Mode> in the TinyMCE editor
  4. You can not modify the text

  This problem also happens in IE11/Win7
