- Allow the toggling of enabled services on the webservices configuration page

** Description changed:

- On this page webservice/admin/index.php it has a column of checkboxes
- called enabled that are either checked or unchecked but all the options
- are readonly. It would be good to allow those services that can be
- toggled to be able to be togged from this screen.
- 
- If it can't be done from this screen then it would be better if the
- checkboxes were replaced by tick and cross icon images as checkboxes
- tend to indicate the ability for interaction rather than just displaying
- state/status of something.

  As the editing of the enabled status can't be done from this screen
  then it would be better if the checkboxes were replaced by tick and
  cross icon images as checkboxes tend to indicate the ability for
