I was trying to do some fixes and improvements around phpunit and
realised that web services tests are quite broken. You can try it out by
running tests with https://reviews.mahara.org/#/c/4042/ checked out.
Rather than setting up data required for tests, websevices tests expect
everything to be set up globally which I don't think is a correct
approach. My opinion is that it needs to be fixed if we want unit tests
to ever pass :)

Bug description:
  It expects web service enabled, default institution auth though web
  services set up etc.

  will be good to get these tests sorted out asap as it will make other
  work/changes run smoother
