Title:
  Users can't view images in text blocks

Status in Mahara ePortfolio:
  New

Bug description:
  When I insert an image into a text block I can see it, yet any other
  user (even when permissions is set to public) can not view the image.
  They see a blank box with a question mark. I like being able to insert
  images in text so I can hyperlink them and create alternative page
  layouts.
