  "deleteblockinstance" event type not added on clean install

Bug description:
  The watchlist notification plugin that we added in 1.10 (Bug 1041228)
  adds the "deleteblockinstance" event type separately from all the
  other event types (which are added all at once in
  core_install_firstcoredata_defaults).
