  Webservices tests need to be fixed up / made more robust

Status in Mahara ePortfolio:
  In Progress

Bug description:
  It expects web service enabled, default institution auth though web
  services set up etc.

  will be good to get these tests sorted out asap as it will make other
  work/changes run smoother
