Implement the behat step for checking if pieforms is still processing

Bug 1405274

- Remove all steps: I wait for "n" seconds to make the tests run faster

  Submitting a form in mahara can be wrapped in javascript code
  We need to implement a javascript util to update the process and
  a behat step to check if it is complete
