  Task option should be disabled if no plan is set when configuring the
  profile completion

Bug description:
  Version: master (1.10)
  Platform, browser: any

  When configuring the profile completion for an institution
  (Administration/Institutions/Profile completion).

  1. Plan option should be above the Task option
  2. If no plan is set (plan=0), the drop box for Task option should be disabled
