  Use application/javascript instead of text/javascript

Status in Mahara ePortfolio:
  Confirmed

Bug description:
  The standards http://tools.ietf.org/html/rfc4329 say that
  text/javascript is obsolete and that we should be using
  application/javascript

  Will need to check that this still works for IE, Chrome and FF as
  expected
