My thoughts: You could make a case for allowing it in either location.
It would certainly make the option more visible if it was on the main
page/collection editing screen, but is it frequently used enough that it
needs to take up space on that screen?

  "What I believe would be the most useful way is to have a box at the
  bottom when creating the collection/page (just like the current tick
  box for top navigation with collections) that shows you want that
  collection/page to be 'copyable'."

  This needs a bit of discussion as it would basically mean moving a
  setting from the "Edit access" screen to the page creation / editing
  screen and that might have far reaching implications.

  I'm adding this as wishlist item here so we can keep track of it.
