So far, since Mahara 1.10, we can move forum topics to another forum,
but not yet split individual threads.

  Please add ability to "split" forum threads

Bug description:
  This feature is necessary (particularly in group based forums) to
  control and facilitate discussions effectively.  The ability to split
  and organize discussions is essential to good community building.
