Title:
  Allow dashboard page to have submenus

Status in Mahara ePortfolio:
  In Progress

Bug description:
  Currently the dashboard page can't have submenus due to it's path = ''

  But it should be a simple fix to change this so that we can have
  submenus there

  It would be a matter of defining the path for the index page to
  something like 'home'  and then this would allow us to have submenus
  like path = 'home/mynewpage'
