  Allow for Moodle content export even when Mahara is master

Status in Mahara ePortfolio:
  Confirmed

Bug description:
  Mahara is the master of the Mahoodle. (xmlrcp-mnet based maha 1.6 / moodle 2.3.3)
  User can easilly enter into moodle from mahara and can easilly go back to mahara.
  However, users can't send artefact to their portfolio from their moodle environnement.
  For information is user arre directly created in moodle, this sending is working well.
