This feature hasn't been implemented yet, but since Mahara 1.10, users
will be notified if they reached the quota treshold that an admin can
set:

  I think that it would be useful to have a report which can be viewed
  (or a warning generated and sent to user and admin) which shows
  students who are within a certain percentage of their usage limit
  (e.g. 10% or 5%).
