global file quota changes reset all higher qoutas

Bug description:
I had my mahara set the default 50 meg storage limit
Some of my media students had had their limits raised in the user settings to 500 meg or 1 gig
We then added some additional storage to the server and went to
plugins> files> config and raised the limit to 100 meg and clicked the
apply button.
This then reset all users in mahara to 100 meg and those meant that
those with the higher manual limits were in a situation where they
were using 400 meg of their 100 meg limit and similar.
It would be ideal if there was a way to alter the global limit without
effecting those with a manually set limit. or alternitvily when the
global limit is changes there should be an option not to effect those
with a limit greater than the new global limit.
