In Mahara 1.10, functionality was added to edit the default dashboard,
profile and group homepage from the admin interface for any new accounts
and groups.

  Update default profile and dashboard page

Bug description:
  The dashboard page and profile page that everyone receives upon first
  login are defined by the ones that the "root" user has.

  It would be good if these pages were editable through the frontend
  instead of trying to get a password for that user and then logging in
  as that person to change the default blocks.
