admin: Add admin setting for default multiple blogs (Bug #1087227)
This patch adds an admin setting. If enabled, newly created users will
have multiple blogs by default.

Allow administrator to enable multiple journals globally

Bug description:
At present each user has to enable multiple journals in their
settings. We'd like to be able to make this the default, so perhaps
this could be an option in the user settings area of the site
administration page.
