Hm, I don't think there's a 100% "right" answer to this question. It
gets to the nature of what it means for a page to be updated, when that
page is an aggregate of many data sources.

I think what we should do on this is hold off, and not make any further
data sources fire watchlist notifications unless we hear from someone in
the community complaining about the lack of a watchlist notification.
That will let us know if someone has a use case that actually requires
it.

  Places in mahara not sending watchlist notification - but maybe should

Bug description:
  I noticed that testing mahara with
  https://reviews.mahara.org/#/c/4191/ and https://reviews.mahara.org/#/c/4227/ that there were still a few places where the view mtime doesn't update when a block changes.

  1) When adding/deleting files in Content -> Files that are used by folder/file download/image gallery blocks 
  2) When a navigation block's collection has more pages added to it 
  3) Recent forum posts block 
  4) Adding tasks to a plans

  And possibly the external blocks as well

  As changes to these areas can effect the change of a view should they
  send out watchlist notifications?

  Or, if that is not necessary, should the changes update the view's
  mtime so that when sorting Portfolio -> Pages list by 'latest
  modified'  it correctly ranks the pages.
