Making the servicesconfig page one form (bug #1403627)

To manage this I've created the ability for a fieldset to render a
multicolumntable structure for that fieldset only.

  webservices serviceconfig page needs to be one form

Bug description:
  The form structure needs to be sorted out for serviceconfig.php page
  so that all the fields live in one form.

  Currently there is some nesting of forms going on so that only some of
  the values are submitted.
